An unemployment appeal deadline can be as short as 14 days. If the state asks you for a pay stub, a separation notice, or proof of identity, the clock is usually running on that too. Fax remains one of the fastest ways to get paper documents in front of a state unemployment office, and in many states it is an official way to file an appeal.
This guide covers how to fax documents to unemployment offices: why the number depends on what you are sending, verified fax numbers for the largest states, and the filing-date rules that make your fax confirmation important.
- Every state runs its own program, with separate fax lines for documents and appeals
- Verified numbers taken from official state labor department sites and forms
- Appeal deadlines for each state listed, as stated by the state

Why the fax number depends on what you send
Unemployment insurance is a federal-state program, but each state runs its own claims system, so there is no national unemployment fax number. Inside each state, documents are split by purpose:
- Claim documents: identity proof, wage records, separation paperwork, responses to questionnaires
- Appeals: requests for a hearing after a denial, and later appeals to a review board
- Other units: overpayments, tax forms such as 1099-G corrections, records requests
These are often different fax numbers. Texas, for example, lists separate fax numbers for its Appeal Tribunal, its Commission appeals, overpayments, and Disaster Unemployment Assistance proof of employment. An appeal faxed to a documents line may simply be scanned into your file as correspondence, while the appeal deadline passes.
The rule of thumb: the number printed on the notice or form you are responding to wins. Use the table below only when you do not have one.
Verified unemployment fax numbers by state
We checked the ten most populous states. A number appears below only where we could verify it on the state's own website or official form. North Carolina is omitted because its official pages list conflicting appeal fax numbers; use the number on your North Carolina notice.

State-specific instructions worth knowing:
- New York asks you to write your Social Security number on the top right-hand corner of each page, and says it does not confirm receipt of faxes.
- Ohio asks for your full name and your claimant ID and/or the last four digits of your SSN on any faxed correspondence.
- Georgia asks you to include only the last four digits of your Social Security number when you fax an appeal.
- Michigan form UIA 1920 asks for your Michigan Identification Number (MIN) and only the last four digits of your Social Security number.
- Illinois prints the fax number for a reconsideration on the Finding or Determination itself, and the hearing fax number on the Notice of Hearing.
Appeal deadlines and filing dates
Appeal windows are short and differ by state. As stated by each state:
| State | Deadline to appeal |
|---|---|
| Texas | 14 calendar days from the date the Determination Notice is mailed |
| Georgia | 15 days from the date on the determination or decision |
| Florida | 20 calendar days from the determination date |
| Pennsylvania | 21 calendar days from the determination date |
| Illinois | 30 days (from the mailing date for a reconsideration; from the decision date for a Board of Review appeal) |
How a fax sets your filing date also varies. Pennsylvania uses the date imprinted by the receiving fax machine, falling back to the sending machine's date if that is illegible. Florida uses the date recorded on the document by its fax system. In both cases, a fax sent on the last day can still be on time, and your transmission record is the evidence.
This is general information, not legal advice. Your determination notice states the deadline that applies to you.
How to fax your unemployment documents
- Find the right number on your notice, the form you are returning, or the table above.
- Write your identifiers on every page, using the format your state asks for.
- For an appeal, say so clearly at the top of the first page and explain briefly why you disagree with the decision. Use the state's appeal form if it has one.
- Scan clearly. Pay stubs, separation notices, and handwritten work search logs need to stay readable at fax resolution.
- Send everything for one issue in one fax.
- Save the confirmation with a copy of what you sent.
No fax machine is needed. You can send a fax online from your phone or computer for a one-time payment, with no subscription and no account, and get the delivery confirmation by email.
When to upload instead
Most states now offer online document upload, and some prefer it. Texas runs an online UI document submission portal, Florida's Reconnect system accepts documents and appeals online, and New York lets claimants send secure messages through their NY.gov account.
Uploading is usually the better route when you have digital files and working access to your account. Fax is the better route when:
- You have paper documents and no scanner
- You are locked out of your online account
- The deadline is today, and you want a timestamped record of delivery
- The state form you received lists fax as the return method
Faxing an unemployment office comes down to three things: the number for the right unit, your identifiers on every page, and a confirmation you keep. With appeal windows this short, sending the same day matters.

Frequently asked questions
Is there one unemployment fax number for all states?
No. Unemployment insurance is run by each state, and most states use different fax numbers for claim documents, appeals, and other correspondence. Use the number printed on your notice or the state form you are returning.
Can I file an unemployment appeal by fax?
In many states, yes. Texas, Florida, Pennsylvania, and Georgia, for example, all publish appeal fax numbers. Fax the appeal to the appeals number, not the general documents line, and file before the deadline on your determination.
How long do I have to appeal an unemployment decision?
It depends on the state. In the states covered here, Texas allows 14 calendar days from the mailing date, Georgia 15 days, Florida 20 calendar days, Pennsylvania 21 calendar days, and Illinois 30 days. Always check the deadline printed on your own determination.
What date counts when I fax an appeal?
In several states it is the date the fax is received. Pennsylvania uses the date imprinted by the receiving fax machine, and Florida uses the date recorded by its fax system. That is why the transmission confirmation matters.
Will the unemployment office confirm it got my fax?
Often not. The New York Department of Labor says plainly that it does not confirm receipt of faxes and tells claimants to keep their fax confirmation sheet as proof.
